Rules & Regulations

This page seeks to consolidate in one place the rules and regulations for community rugby competitions and leagues in Hertfordshire and the counties with whom it exchanges referees.

We hope this is useful for non-Herts rugby referees visiting Hertfordshire clubs and for Hertfordshire rugby referees on exchange.

Regulations for RFU Leagues and Competitions in Hertfordshire

Substitutes and Replacements

Herts Rugby has advised Hertfordshire Rubgy Referees of the following local rules relating to substitutes and replacements in League and Cup competitions.

  • Counties 3: up to 5 substitutes
  • Counties 2: up to 4 substitutes
  • Counties 1: up to 3 substitutes

The maximum number of interchanges permitted based on the number of substitutes is as follows:

  • 1-3 substitutes: 8 interchanges
  • 4 substitutes: 9 interchanges
  • 5 substitutes: 10 interchanges

In competitions or games where additional substitutes are permitted, additional interchanges may be available as follows:

  • 6 substitutes: 10 interchanges
  • 7 substitutes: 12 interchanges
Extra Time in County Cup Competitions

If after 40 minutes of play each way, the scores are level there shall be an immediate period of replay between the same teams of 10 minutes each way, with a 1-minute interval.

  • If the scores are then still equal the team that has scored the most tries shall be the winner.
  • If this does not produce a result, then the team that has scored the most goals from tries shall be the winner.
  • If no result is then achieved, play will continue with a change of ends every 5 minutes and the first to score shall be the winner.
